Ancient 8" biface

Found this at the house of a dead guy (I didn't do it!)
It's 8 inches long, 4 inches wide and about 1 inch thick.
looks like a unfinished biface, mostly.
the base edge had been straightened and crudely sharpened, but the rest looks like only percussion and unfinished.
the basal edge and faces are highly polished by use, but the rest of it is pretty rough in texture like raw flint. there is also polish on all the high spots- someone likely carried this around for a long time.
it was found in WA state, but no materials from this reigon match it.
anyone got any ideas on material? the dark black spots are modern tar blobs.
Guesses on type? I have outlined some of the flake scars. It looks almost like a clovis preform to me.

Looks like a hoe blade to me and the material might be Mill Creek Chert. If there is more polish on the wide end, that would nail it down. It does look like it received some damage. The polish is a rather big clue to its use.

However WA state does not fit the distribution of Mill Creek from So. Illinois...unless someone brought it from the lower Mississippi area to Washington State.

Looks like some of the hoes or mattocks in the collection.  The notches at the corner are there on many of the chopping type implements, I assume to isolate the chopping blade face.  Even my little hand axe has them.
