Is it best to glue snake skin on bare wood or is it possible to glue it to a painted wood surface?

I think it will depend on the application. Rigid or flexing?

I'd say yes. Rough up the painted surface with sand paper, wipe it clean of dust and glue it down.  What is it that you are putting skins on?
