Ive heard that I order to re-heat treat, or steam,a sinew backed bow you have to strip off the sinew in the section you want to bend.

I saw somewhere that someone heated a sinewed bow for some reason, don't know if it was bending or heat treating, and they were very careful not to overdo it. Apparently it worked. Personally, I'm too chicken to try it.

It depends what you mean by heat treating...but standard heat treating cannot be done with a sinew backing. If you are trying to correct allignment on a recurve then it's possible.
