hi, i was just wondering if someone with actual hunting experience could give me an idea on how the penetration on those blue styrofoam blocks used on docks, boats and so on, compares to something like a dear

No comparison. The foam world slow the arrow faster.  If you sink an arrow 4" in the foam a deer would be dead...if you hit him in the right place.  ;D

Mr. Pat is right on.....Here is my advice. Pull 45# or so and dont worry about foam comparisons to critters.

Unless you have a good recipe for foam backstraps, but then I don't like to eat "light".
