Quicks in the UK do a booklet on how to make arrows using commercially available materials, plastic nocks, POC shafts etc. If I remember correctly I found it helpful 20 odd years ago when I first started making my own. It only costs GB Pound 2.75

As quicks are not, or at least do not appear to be advertisers on PM I hesitate to leave an address, however you should have no trouble finding them on the net, look in books for item

You might check with "Mechslasher" here on PA.  He has a booklet I think on making cane arrows is that interest you.

There are some good chapters in the Traditional Bowyer's Bible series about arrow building. Jay Massey's chapter in the first volume is really good for primitive arrows, and there is a chapter in one of the later ones about building "traditional" POC arrows, and one about making footed shafts. Jim Hamm's Bows and Arrows of the Native Americans also has some good arrow-making info.
