I guess it would depend if the hinged area has already been heated aggressively or not.  It sounds a bit like a scenario where someone heats a bow with set into reflex and then has it hold for a while before the set creeps back.  Then they repeat that a few more times.

  Maybe try one more deep treat on that area and throw in the towel if it caves again.

Thanks for all the advice.. I've got it pretty close to resembling something that bends even in each limb. Still shoots alright so might have to be a close enough is good enough type deal

UPDATE!

Decided my best option was to shorten the old girl a bit, so cut off about 3 inches from each tip to make it from 67.5 inches to 62.

Reheated the limb that was struggling to redid the recurve once more.

I know the tiller isn't perfect yet but how much better is this looking?! Haha thanks again for all your advice
