At what part of the tillering process should I recurve the yew bow using steam before putting it in a bending jig?

Any time after floor tiller, once the tips are thin enough. If it were me I'd seal the wood with shellac before steaming to prevent it from taking on moisture from the steam.

The bow is pretty much finished. Should I shallac it and then bend the whole thing?
Why should it not have steam penetrate it?
