What is a good way to cut out a rough blank from a circular saw blade. I do not have a torch but have a dremel and angle grinder.

Get a thin cutoff wheel for the angle grinder. A couple of them.

Or u can use a small drill bit and drill very close holes in the shape of the blank. If u have a dreamer though I would do as was said and just use the small cutting wheels

You can also score the metal with a cold chisel and hammer then break it and file the outline smooth. I've used this method for knives and trae points.

I learned the method Pat describes in the Fox Fire Books, works great and easy.  Actually the young man at the time, Tom Carlton, that interviewed the gentleman for that chapter was a karate student of mine after he got older.
