A decent rule of thumb on bow length, is to have as much working limb (each limb) as draw length.  So if you draw 28" you want 28" of working limb.  For a bendy handled bow that bends throughout, your bow could be as short as 56".  Add an 8" stiff handle/fades, and you want 64".  After you get good at tillering you can cheat this down some.

pyramid or parallel till last 12" then taper to tips

Parallel. Not a fan of the pyramid look for some reason. I went 6" for the start of the taper on the sides.

If you're making a shorter bow for a kid, I'd find out their draw length, (or take a rough guess), then double that and add a few inches for the length. Since its a smaller bow you probably don't need any more than 1.5 inches of width at the widest point. That is where I would start anyway.
