I get mine from a small time pet food manufacturer; along with sinews and the odd hide. All I pay is a packet to chocolate biscuits to keep his receptionist happy.
I suggest that you find a butcher or some other animal processor

Cow horn is what you want for a warbow. It also has the advantage of coming in variegated colours and doesn't look like plastic. A 12" horn will have quite a good solid end.
