Black Locust, sapwood on or off?

OFF. 
If the stave is not completely dry the back and ends will have to be sealed after the sapwood is removed.

I'm no expert on BL[or anything else for that matter] but I think you treat BL like you would
Osage,Take the bark off then the sap wood and chase a ring at least that is the way I have
done it. :)

You can debark and then dry BL with the sapwood on and it will not check as osage does, then take it off when dry.
